The indicated measures of the diameter of the Jiffy pellet are in its hydrated state.

JIFFY MEASUREMENTS
The corresponding dry measurements are:

44 mm hydrated = 42 mm in dry
41 mm hydrated = 38 mm in dry
33 mm hydrated = 30 mm in dry
24 mm hydrated = 22 mm in dry
